With police activity still in progress on I-394 at Penn Avenue, the morning rush has become the morning crawl for commuters heading into and out of Minneapolis.
Police shut down the westbound lanes at Penn about 30 minutes ago for activity, and that has traffic parked back to downtown Minneapolis. That in turn has created congested conditions on westbound 94 from 394 back through the Lowry Hill Tunnel.
Eastbound drivers are stuck in traffic from Xenia Avenue to Penn. The HOT lanes are closed, so all traffic is being funneled into the general purpose lanes. Only two lanes are open so expect big delays.
SouthWest Transit buses have opted to use Hwy. 55 to avoid the delays.
