Rocking the boat In mid-1960s England, British radio was under the monopoly of the BBC, which played little of anything anyone wanted to hear. In response, enterprising broadcasters set up offshore stations to spin the latest tunes. One such venture is the subject of "Pirate Radio," due Tuesday on DVD and Blu-ray (Universal, $30-$37). The floating station's on-air talent pool includes headliner Gavin (Rhys Ifans), a prototypic Howard Stern. Colorfully nicknamed characters include the Count (Philip Seymour Hoffman), the station's lone American, who lives to see how many F-bombs he can get on air. It is, as a priggish cabinet minister (Kenneth Branagh) describes it: "a sewer of dirty, irresponsible commercialism and low morals." It's "Animal House" on water.
