Concerns over loitering, broken glass and "loud talking" cause council to table ordinance permitting cafe seating on downtown sidewalks.

Council members also asked whether glass or paper tableware would be used at outdoor tables, whether dogs would be allowed, and they raised the issue of "loud talking."
