The early ice-out means DNR crews have had plenty of time to repair and install boat ramps and docks at public lake accesses around the state. "We're looking really good as far as that is concerned," said Nancy Steward, the DNR's water recreation program coordinator. But water levels 1 to 2 feet below normal persist in some central, east and northeast Minnesota lakes, which could hamper boat launching or pose navigation problems.
