Fifty years ago, Minneapolis had dreams of becoming a major port on America's most storied river. The construction of the Upper St. Anthony Falls Lock and Dam in 1960 required knocking out part of the Stone Arch Bridge and replacing it with an ugly metal truss structure. Now the city wants to close the lock to keep the Asian carp from swimming upstream, and with it, ending barge traffic upstream of St. Anthony Falls.
