Gov. Mark Dayton has appointed Kimberly Slay Holmes to be his new general counsel. Slay Holmes succeeds Emily Johnson Piper, who was appointed commissioner of the Department of Human Services on Monday. Piper will begin there next week.

Slay Holmes is moving over from the Department of Revenue, where she has been assistant commissioner of administrative law and compliance.

Before that stint, Slay Holmes had her own law practice. She has more than 27 years as a litigator, according to Dayton’s office.
