Ground broken on new apartments in Roseau, thanks to $785k in grants

The market for housing in northwest Minnesota isn't working very well, or at least it requires a lot of government intervention.

Kevin Bonham at the Grand Forks Herald reports that $785,000 in state and city grants were needed for a developer to break ground on a 30-unit apartment building in housing-strapped Roseau:

Not sure why the market doesn't sort itself out here. Cities like Roseau and Thief River Falls have been struggling with a housing shortage for years. Why doesn't supply and demand kick in?
