Bill sets up rules on reporting campus assaults

A bill establishing a new protocol for Minnesota universities and more avenues for students and others to report cases of campus sexual violence has cleared a Minnesota House committee.

The House Higher Education Policy and Finance Committee advanced the bill Tuesday to expand requirements for campus authorities when allegations of assault are raised. It covers abuse against students or employees on school property as well as at campus-related events such as fraternity and sorority parties.

The legislation gives victims new ways to report abuse, including through online systems the schools would have to set up. Someone who reports being abused couldn't be sanctioned for violating a school's drug or alcohol policy.

State Rep. Marion O'Neill, R-Maple Lake, says her goal is to expand victims' rights and assure an adequate response to allegations.
