Now that they have a proper bar -- and a beautiful one at that -- Meritage (410 St. Peter St., St. Paul, 651-222-5670, www.meritage-stpaul.com) co-owners Desta and Russell Klein are offering a proper happy hour. Make that hours. From 3 to 6 p.m. and 10 to 11 p.m. Tuesday through Friday, the Kleins' newly expanded kitchen is turning out smoked chicken wings, a tarte flambée, fantastic roasted bone marrow and French fries with béarnaise sauce for $5. Kick it up to $8 and enjoy a burger with fries, steak tartare or housemade lamb sausage. "It's fun to have a bar," said Russell Klein. "Now I get to do all the cool things I could never do otherwise, like chicken wings." RICK NELSON
