My colleague Janet Moore writes about a planned office building for the corner of 4th and Nicollet, currently home to this unfortunate parking ramp, a remnant of the city's 50-year-old effort to suburbanize its core. Unlike the rundown but pleasingly urban city block it replaced (see below), no one will mourn this thing's passing.
