Police, fire rigs and an ambulance are on the scene of a bizarre crash on westbound I-94, and now all but one lane is blocked.
That has traffic parked back to the I-35E interchange in downtown St. Paul.
Motorists heading into downtown St. Paul from the east side will feel the effects starting at Johnson Pkwy.
