While most routes are moving at or near the posted speeds, that's not the case on eastbound 394. Look for tight traffic from Xenia Avenue to downtown Minneapolis.
A VW is off on the right shoulder of southbound 94 just prior to the Lowry Hill Tunnel. That's creating a gwaker slow down, and in turn is impacting traffic trying to get off eastbound 394 onto eastbound 94.
