Crashes on 94 and 35E are slowing traffic.

One accident has the right lane blocked on the merge ramp from eastbound 94 to northbound 35E in downtown St. Paul.
The other is on southbound 35W at Wheelock Parkway where the right shoulder is blocked.
The returns were filed on behalf of themselves and others, according to federal prosecutors.
