Though uncommon, tropical storms and hurricanes do form in November. The waters of the western Atlantic, Caribbean and Gulf of Mexico are still warm enough to support development.
A prerequisite is that the jet stream be well north across eastern Canada.
Normally this is not the case which is a prime reason why November tropical development is rare.
Currently, we have a situation in which the jet stream will be shifting far to the north this weekend. This would support the development of the disturbance now located in the southwestern Caribbean. All it has to do is stay away from land, and it will get a name.
