Matthews is aiming to become the first Republican since Edward J. Devitt in 1946 to win the Fourth Congressional District seat. A lawyer and accountant, he has said his priorities as a candidate are to oppose congressional earmarking and to make the 2003 Bush tax cuts permanent. He also wants to replace the current tax system with a flat tax and reduce the corporate income tax. Matthews sought, but did not, win the Republican Party endorsement for a legislative seat in Washington County in 2000. He lives in St. Paul’s Highland Park neighborhood.
