PHILADELPHIA -- The Vikings' inactives for tonight's game against the Eagles haven't been announced but it comes as no surprise that Brett Favre will be among them.

Favre, 41, hadn't passed his first neurological test as of Monday and given that there are steps players now must go through in order to be cleared after suffering a concussion that meant the quarterback wasn't going to be able to play.

Yes, Favre had gone from being listed as "out" to starting a week ago Monday against the Bears -- he suffered the concussion in that game -- but that's because he was able to wake up on Monday, say his throwing shoulder felt better and convince the Vikings medical staff he could go. The NFL has cracked down on concussions, and that meant no matter what Favre said it didn't matter if he couldn't get past the testing that is now required.

The extra 48 hours the NFL gave Favre when it postponed this game from Sunday night to Tuesday because of the expected blizzard in Philadelphia meant little in this case.

That means Joe Webb will make his first NFL start tonight and be backed up by Patrick Ramsey.
