QBs in the top 10
The NFL has 32 teams. Only three of them haven’t picked a quarterback in the top 10 of the draft since 1961.
The Vikings, Bills and Ravens are those three teams. The Vikings were an NFL expansion team in 1961. The Bills were members of the American Football League from 1960 until the merger before the 1970 season. The Ravens moved to Baltimore as the Browns in 1996, but left the Browns’ name and records behind in Cleveland.
Here is a look at the number of quarterbacks the other 29 teams have selected in the top 10 since 1961:

• Oilers/Titans’ best pick: Steve McNair, No. 3, 1995.
• Oilers/Titans’ worst pick: Jim Everett, No. 3, 1986 (traded to Rams after contract stalemate).
Four QBs (2): Bengals, Lions.
Three QBs (4): Chargers, Redskins, Falcons, Rams.
Two QBs (11): Dolphins, Patriots, Jets, Browns, Jaguars, Cowboys, Giants, Buccaneers, Panthers, 49ers, Cardinals.
One QB (10): Steelers, Texans, Chiefs, Broncos, Raiders, Eagles, Bears, Packers, Saints, Seahawks.
