Tammy Quist, founder of Wildcat Sanctuary, says that the three-year-old Minnesota law restricting private ownership of "exotic" wildcats has not in any large measure meant more registered animals. Quist took a visitor around the Pine County facility, which houses 101 wildcats that were either voluntarily surrendered, or were seized by law enforcement because they were mistreated or kept illegally. The facility is not a zoo and not open to the public. It is designed for maximum comfort of the animals, and security.
