Torture, condoned and ordered at the highest levels of our government, has stained our national reputation, credibility, integrity and soul. While the stain of torture is undeniable, the questions for us now are: Will it be indelible? Will its corrosive effects continue to spread and to haunt us as a nation? Can we guarantee that our nation will never again engage in such illegal and immoral practices?

The answers depend on what our government does now. Unless and until we as a nation investigate fully and disclose completely the conditions, decisions, policies and practices that allowed torture to proliferate, despite existing laws prohibiting torture, we will be shackled to it.
