Minneapolis man charged with murder in shooting

MINNEAPOLIS — Authorities have charged a 59-year-old man in a deadly shooting in south Minneapolis.

Rico Howard was charged Tuesday with second-degree murder for the death of 53-year-old Kenneth Madison. He was ordered held on $1.5 million bond at the Hennepin County jail.

Police found Madison with a gunshot wound when the responded to an apartment building Friday night. Witnesses tell police Howard argued with Madison before shooting him in the chest.

Police arrested Howard at the downtown Minneapolis bus station early Sunday while attempting to flee the state. Howard had a one-way ticket to Los Angeles and $5,000 in cash but no baggage or personal belongings.

Howard was on parole for killing another driver while fleeing police in 2000. Jail records didn't indicate if he has an attorney.
