Charge: Woman in chase threw drugs from car

A driver who allegedly pitched illicit drugs out the window while police were in pursuit from north Minneapolis to south of Shakopee was charged Wednesday with fleeing law enforcement.

Diane R. Chosa, 24, of Minneapolis, remains in the Hennepin County jail in lieu of $25,000 bail ahead of a court appearance scheduled for Thursday. A passenger, also 24, also was arrested Monday afternoon, but she has not been charged.

According to the felony criminal complaint:

A Minneapolis police officer saw "a suspicious vehicle" about 2:30 p.m. parked behind a garage near Girard and Humboldt Avenues N. Learning that the car had been reported stolen from St. Louis Park, the officer walked to the car and told the driver and the passenger to put their hands where he could see them. Instead, Chosa sped off and the officer gave chase.

Police say the women threw the drugs during the pursuit. The passenger told police they had used heroin, the complaint said.

Man is accused of waving weapon in traffic

A scolding wave of a finger from one motorist allegedly drew the wave of a gun from another in an Eagan traffic encounter.

Joshua T. Tipcke, 27, of West St. Paul, was charged Tuesday in Dakota County District Court with terroristic threats and fifth-degree assault. According to the complaint, shortly after 6:30 p.m. on April 1, a 58-year-old Eagan man was driving near Interstate 35E and Cliff Road when Tipcke cut him off. The man honked and "pointed his finger in a scolding manner." Tipcke allegedly waved a handgun, then pointed it as they drove west on Cliff Road.

Police contacted Tipcke, and he soon turned himself in, admitting that he had brandished a BB gun during the confrontation with the other motorist, according to the complaint.
