MADISON, Wis. — A finalist for the University of Wisconsin System's president post says his top priority will be simply learning the culture of each individual campus.

Peter Garland is vice chancellor and chief operating officer of the Pennsylvania State System of Higher Education. He's one of three finalists looking to succeed Kevin Reilly as system president. Reilly resigned at the end of last month after enduring criticism from GOP lawmakers for allowing campuses to build huge funding reserves while raising tuition year after year.

Garland addressed system faculty via a video conference Monday. He says the first thing he wants to do is get to know each campus in the system and understand its culture and role. He says that will help him communicate with the Legislature and the governor.
