A 21-year-old man was charged with two felonies on Wednesday in connection with a crash that killed a pedestrian in Rogers last spring.

The Hennepin County Attorney charged Benjamin Witte with two felony counts of criminal vehicular homicide. Tests showed Witte had marijuana in his system at the time of the crash on May 25, according to the Hennepin County Sheriff's Office. Officers also found drug paraphernalia, including a glass pipe and plastic baggies, at the scene.

"The driver of the vehicle admitted he smoked marijuana earlier in the day, and a blood test confirmed the drug was in his system," said Hennepin County Sheriff Rich Stanek. "This type of behavior can have deadly consequences, and in this instance it did."

Witte was traveling south on Rogers Drive when the vehicle drifted into the northbound lanes, hitting a man who was walking on the side of the road, according to the Sheriff's Office. The man, Kevin Plummer, 49, of Alta Loma, Calif., died after sustaining severe head injuries.
