Investigation clears ex-Minnesota Racing Commission chair

A state investigation has cleared former Minnesota Racing Commission chair Jesse Overton of mistreating an unnamed commission employee because of her gender. Wednesday’s report came two days after Gov. Mark Dayton reappointed Overton to the regulatory board, but replaced him as its chair.

The report ended a tumultuous year for the commission that included investigations of two top employees, including the commission’s chief veterinarian. Both employees were later exonerated, and one, deputy executive director Mary Manney, had been accused of making disparaging remarks about Overton.

But Wednesday’s heavily-redacted report also cleared Overton, saying that while he had “a different management style” than other chairs which had “exacerbated his personality conflict” with the employee, he “has not interfered with [her] ability to do her job.”
