The operator of a home health care agency in northeast Minneapolis stands accused of filing bogus Medicaid billings totaling more than $400,000, his second legal round of legal trouble while a businessman in the city.

Abshir M. Ahmed, 40, of Minneapolis, was charged Tuesday in federal court in Minneapolis with health care fraud. Ahmed was charged via information, indicating that he intends to plead guilty.

According to prosecutors, from January 2008 through June 2011, Ahmed submitted false claims through Lucky Home Health Care Inc. for services by personal care assistants that were not carried out.

If convicted, Ahmed faces up to 10 years in prison.

Ahmed also ran afoul of the law in the late 1990s while he owned the Jubbaland restaurant on E. Franklin Avenue in Minneapolis, according to court records.

In 1998 and 1999, while co-owner of the Jubbaland Restaurant at Franklin and Chicago Avenues in Minneapolis, Ahmed was cited and convicted several times for health violations at the now-closed business.
