Duluth police officer charged with assault, disorderly conduct

A Duluth police officer was charged Thursday with misdemeanor fifth-degree assault and misdemeanor disorderly conduct after an incident at the city's detoxification center this fall.
Officer Richard Jouppi was videotaped hitting a man in a wheelchair in the Sept. 21 incident, according to a Duluth News-Tribune report. A surveillance video shows the man appearing to swipe his hand into the officer’s face and the officer responding with punches, the newspaper reports.
