After seven months of preparations by concert promoter Live Nation and the city of St. Paul -- and with a five-year commitment -- the River's Edge Music Festival finally lands this weekend on Harriet Island with grand ambitions, and at least a couple of big-name performers.

The two-day fest will be spread out over four stages, including a DJ tent and the smaller Lynx Stage on neighboring Raspberry Island. Tickets -- actually, wristbands; there are no physical tickets -- cost $65 for a single day, $110 for both days.

SATURDAY HEADLINER

Tool (8:45, Bishop Stage): After a short winter trek, metal's slow-moving mega-band has no other gigs on the books besides this one, and no details on the follow-up to its last album, 2006's "10,000 Days." The shortened set time -- 75 minutes, per the 10 p.m. curfew -- is to allow for its creepy video accompaniment, and one big tradeoff for getting the psychedelic maestros' first local outdoor gig since Lollapalooza III in 1993.

OTHER ACTS OF NOTE

Australian duo An Horse has a heavy oomph and large hooks that belie its size, and frontwoman Kate Cooper is part Liz Phair and part Kurt Cobain (2:45, Ohage Stage). Freakish metalheads Coheed and Cambria fit Tool's arty prog-metal vibe but have a much more spotlight-ready frontman, Claudio Sanchez (3:30, Bishop Stage). Locally reared Warped Tour vets Motion City Soundtrack are using the fest to tout their dramatic fifth album, "Go," issued last week (4:45, Ohage). Other highlights include fellow emo-branded pop-rockers Brand New (6, Bishop), the ever-colorful dance/electronica Scissor Sisters featuring the outrageous Jake Shears and the stylish Ana Matronic (7:05, Lynx Stage), and the revamped and redubbed Sublime With Rome of "What I Got" fame (7:15, Ohage).

SUNDAY HEADLINER

Dave Matthews Band (7 p.m., Bishop Stage): After taking 2011 off, the kingpins of outdoor concerts are back, playing their first outdoor show in the Twin Cities. Get your groove on to DMB's funky soulful jazz/rock.

OTHER ACTS OF NOTE

Mexican Institute of Sound is the buzzing pseudonym of Mexico City-based DJ/producer Camilo Lara (2 p.m., Ohage). Electro-throbbing Minneapolis rock quartet Poliça, led by ex-Roma di Luna singer Channy Leaneagh, can use this hometown fest as prep for bigger gigs such as Lollapalooza (3:30, Ohage). Puscifer is the multifaceted, visual sideshow of Tool's frontman (4:30, Bishop). Oklahoma indie heroes the Flaming Lips get another chance to shine outside in all their kaleidoscopic, crowd-rolling glory, as they've done at the Minnesota State Fair and Soundtown (5:30, Ohage). California rockers the Delta Spirit are earning strong support from 89.3 the Current for their eponymous fourth album, featuring the single "The Other Side" (5:45, Lynx). All-purpose New Orleans alt-rock stalwarts Mutemath actually earned a Grammy nomination (7:15, Lynx). Diplo is a DJ/producer from Philadelphia known for his work with M.I.A., Beyoncé and his own act, Major Lazer (8:30, Lynx).
