The owner of a Savage chiropractic clinic who was evicted from his rented space must refund his former patients for unused prepaid services, according to a consent order by the Minnesota Board of Chiropractic Examiners this month.

The board received three complaints from patients of Scott M. Arneson, owner of Flying Cloud Spine & Sport, P.A. The patients claimed Arneson failed to refund a total of about $2,500.

The board made Arneson's license conditional until he can show that he attempted to contact former patients by certified mail to tell them how to obtain health and billing records and to "refund all outstanding balances to any patient who can demonstrate prepayment for services they did not receive," the order said.

Whoozit baby rattles recalled

A Minneapolis company is recalling more than 3,000 baby rattles that can break open, releasing small parts that pose a choking hazard.

Manhattan Group LLC, an importer of the Whoozit Starry Time rattle, received two reports of clear plastic, bead-filled balls on the ends of the rattles breaking open.

The Chinese-made rattles were sold nationwide between September and March. The company said customers should return the rattles for a refund. For more information, call 1-800-541-1345 or go to
