Dayton signs a bill requiring teachers to pass skills test

Gov. Mark Dayton Wednesday signed a bill that would require teachers pass a basic skills exam before they are licensed.

The measure overwhelmingly passed the House and Senate in recent weeks.

Dayton's office said he vetoed similar legislation last year but changes in this year's version made it acceptable.

The bipartisan agreement on the teachers' test did not come without a Dayton ding on Republicans.

"The legislature has now been in session this year for almost a month, and still has not passed the Governor’s Jobs Proposal, which will put tens of thousands of Minnesotans back to work," his office said in announcing his signature on the measure.

Dayton includes both a borrowing bill and a Minnesota Vikings stadium on his jobs agenda. Republicans have noted his borrowing bill was not introduced at the start of session and the stadium issue remains in limbo.
