State Trooper who shot motorist on I-94 is identified

The State Patrol on Monday released the name of the trooper who shot and killed a motorist after she dragged him with her vehicle in what began as a routine traffic stop.
Trooper David Kalinoff, a 12-year veteran, stopped the woman Saturday afternoon on westbound Interstate 94 because he noticed an equipment violation.
During the stop, Kalinoff saw what appeared to be drugs in the car and had the woman step out of her car. The woman, identified as Debra K. Doree, 48, of Landfall, jumped back in and tried to flee. Kalinoff reached into the car to get her stop but got his arm tangled in the steering wheel and was dragged about 200 feet before he pulled his weapon and shot her.
Doree was pronounced dead at the hospital. Kalinoff was treated for injuries to his wrist and knees and was placed on standard paid administrative leave.
The incident was captured on the camera in the trooper's car and is being analyzed by the Minnesota Bureau of Criminal Apprehension, said Andy Skoogman, spokesman for the Minnesota Department of Public Safety.
"Investigators will establish a timeline of the events as they happened and will collect and analyze all the evidence," he said. The "crystalline white substance" the trooper discovered has not yet been identified, Skoogman said.
The BCA's investigation will probably take six to eight weeks and the findings will be turned over to a county attorney, he said.
The woman, who lived near the shooting scene, a half-mile west of the Interstate 694/494 interchange, had no previous criminal record in Minnesota. Her husband, Scott W. Doree, 53, has multiple criminal and traffic convictions in Pine, Ramsey and Dakota counties, including for drug possession and drunken driving.
