ST. PAUL, Minn. - Upgrades for regional civic centers, construction at the Minneapolis Veterans Home and another phase of the Capitol renovation will all be part of a borrow-to-build package Gov. Mark Dayton intends to release next week.

The Minnesota governor previewed elements of his roughly $750 million bonding proposal in comments Tuesday to reporters. The remarks came after he told a crowd of veterans that his plan would have some veterans home rehab money.

Custodians of Minnesota's Capitol are part way through a massive renovation and say they need at least $109 million this year to keep it going. Dayton says his plan includes Capitol renovation dollars.

Dayton indicates he will propose money for civic center projects in Rochester, Mankato and St. Cloud.

Bonding bills require three-fifths votes to pass the Legislature.
