FRIDAY'S RULING

A federal judge in St. Paul dismissed a challenge to Election Day registration and voting rights for those under guardianship. Activists who filed the suit will appeal.

MEANING

Election Day registration is unchanged, barring a reversal on appeal. So is the presumption that unless a judge rules otherwise, people with disabilities whose affairs are controlled by a guardian have the right to vote.

COMING UP

Minnesota Supreme Court rulings on text and title of proposed photo ID constitutional amendment as it will appear on the November ballot. The court will also rule on the title of a proposed constitutional amendment banning same-sex marriage. Those rulings are imminent, but it is unclear how long the federal lawsuit appeal will take.
