Dayton appeals FEMA decision

As promised, Gov. Mark Dayton is asking the Federal Emergency Management Agency to reconsider its decision and offer aid to flood-damaged homes and businesses in northeastern Minnesota.

"I am deeply disappointed by your decision," Dayton wrote in a Wednesday letter to FEMA administrator Craig Fugate. 

On July 25, FEMA officials ruled that the damage to private property wasn't severe enough to warrant federal recovery assistance. The government had previously declared the 13 counties around Duluth a federal disaster area after the June floods, and pledged federal aid to repair damage to public property.

Dayton said he strongly disagreed with the idea that the devastation from the floods -- which washed away roads, flooded houses and drowned most of the animals in the Duluth petting zoo -- wasn't severe enough. He suggested that FEMA look at the number of homes damaged -- more than 1,700, by the state's estimate --rather than basing its decision purely on the severity of the damage to the homes.

"The deluge of rain, followed by severe flooding, was one of the worst natural disasters in Minnesota's history," he wrote. "The per capita losses are staggering."
