•Gov. Mark Dayton offered to drop his "Tax the Rich" proposal in his search for compromise.

•A Ramsey County District judge ruled that state highway rest stops must remain closed and addiction recovery services will not be funded. The state Nursing Board cannot be reopened to issue nurses' licenses; a state electronic vehicle registration system for auto dealers will stay offline. Some state nutritional programs were ruled critical and will get funding.

•Minnesota Supreme Court set July 27 for oral arguments in a petition by Republican legislators who say court-ordered funding of state services is unconstitutional.

•Republicans said they do not yet have a counteroffer ready for Dayton.
