Budget balancing

•The DFL-controlled Minnesota Senate effectively transformed a technical Revenue Department bill into a sweeping budget measure on Thursday.

• The bill was described as a "framework" that would draw from undetermined taxes to pay for K-12 schools and health and human services, the two largest areas of the state budget.

• After the bill cleared the Senate, the House sent it along to a conference committee, where negotiators from each chamber were expected to work out the specifics.
