The problem: In Minnesota, 16- and 17-year-olds represent 3 percent of licensed drivers and 7 percent of drivers involved in fatal crashes (2006 data).
How our laws compare: Minnesota is one of only four states -- Arkansas, Kansas and North Dakota are the others -- without two crucial provisions for teenage drivers: nighttime and passenger limitations for the first six months of licensure.
Below are restrictions on drivers during the intermediate or restricted license stage in three nearby states:
Illinois
• Nighttime restrictions: start at 10 p.m. Sun.-Thur., 11 p.m. Fri.-Sat., end 6 a.m.
• Passenger restrictions: first 12 months -- no more than one passenger younger than 20.
Wisconsin
• Nighttime restrictions: midnight-5 a.m.
• Passenger restrictions: no more than one passenger (family members excepted unless otherwise noted).
Iowa
• Nighttime restrictions: 12:30 a.m.-5 a.m.
• Passenger restrictions: none.
