Major pieces of the governor's budget proposal, which would erase the state's $935 million projected deficit:
Use of reserves and other funds -- $592 million, including:
• $250 million from state budget reserve
• $250 million from health care access fund surplus
Spending cuts -- $341 million, including:
• $187 million in health and human services spending
• $54 million in higher education spending
• $17 million in public safety spending
Additional revenue -- $157 million, including:
• $102 million from elimination of a tax exemption used by some corporations to shield earnings from overseas operations
Tax reductions -- $88 million, including
• $77 million from one-eighth of 1 percent cut in state sales tax
New initiatives -- $62 million, including:
• $20 million for I-35W victims compensation fund (another $20 million would come from the trunk highway fund)
• $12 million for SEED program, designed to stimulate business development in rural Minnesota
• $6 million for military and veterans package
