A Ramsey County district judge issued a ruling Tuesday upholding the size of the public viewing area set aside by the city of St. Paul for protesters outside the Xcel Energy Center during the Republican National Convention. Protest groups had sought to expand the area to include the first block of W. 7th Street between Kellogg Boulevard and Chestnut Street, but Ramsey County District Chief Judge Kathleen Gearin said adding a block would interfere with access to hospitals and businesses.
Also Tuesday, the American Civil Liberties Union asked a state court to overturn a decision that revoked permits for protests by the Welfare Rights Committee on Sept. 1 and another protester on Sept. 3 and 4 on Hamm's Plaza. Police say that when the permit was issued to the committee, they were unaware President Bush would be coming to St. Paul on Sept. 1.
