Republicans in the Legislature say they've been leaked the latest draft of the ongoing negotiations between the state and its largest union.

The document, emailed to the press Tuesday, and purporting to be from the American Federation of State, County and Municipal Employees, includes a provision for same-sex partner benefits, much to the displeasure of Rep. Steve Drazkowski, R-Mazeppa.

"I find it very troubling that our governor is initiating actions to incorporate social issues, very divisive social issues, into these contract proposals and that's what we're trying to get to the bottom of here," Drazkowski said.

Minnesota Management and Budget could not confirm whether the document was accurate or not.

AFSCME is in a similar news blackout during negotiations, but spokeswoman Jennifer Mutz pointed out that the document isn't exactly a secret document. The union posted a press release earlier this month about the points in the state offer that members have rejected.

House and Senate Republicans told reporters Tuesday that they feel shut out of the negotiating process. Drazkowski said members would have no idea what was under negotiation if it weren't for the document that a union member passed along to them.
