A pigeon flew near a pigeon house on the roof of the Lowry Building in downtown St. Paul. The City of St. Paul plans to test a new method to control pigeons, a birth control additive to pigeon feed that will make it impossible for the birds� eggs to hatch by breaking down the membrane between the egg and yolk. Currently, eggs laid in the pigeon house are removed and sterilized, then replaced.
