Kay Frye lives across from land owned by the city of Lilydale that the city has now put up for sale for potential development. Some neighbors of the contested land, including Frye, object to what the city is doing and question the notion of development on the land, which is a steep slope. The land, which is less than an acre, has drawn little interest from buyers.
