Deborah Morse-Kahn applied for individual health insurance after she was laid off from her job at the University of Minnesota. She was taking drugs for restless leg and perimenopausal nausea and had previous psychiatric counseling. She was denied private insurance and ended up with coverage from Minnesota Comprehensive Health Association, the state�s high-risk pool.
