Blind curves, hills, narrow shoulders and semis are just some of the challenges facing drivers on Hwy. 14, which stretches from Winona to the South Dakota border. The highway’s two-lane segments are notorious, but today’s kindergartners will be leaving college before work starts on rebuilding the last narrow stretch.
