Minneapolis Mayor R.T. Rybak greeted St. Paul City Council Member Melvin Carter after a news conference Tuesday announcing $10 million in loans by the Mc­Knight Foundation to help stabilize metro and rural communities in the midst the foreclosure crisis. The announcement was made at a foreclosed house in St. Paul.
