Brock A. Franklin, 22, was charged Monday in Anoka County District Court with abetting attempted first-degree murder. Starsha Laquisha Swift, 18, a student at Wayzata High School, also has been charged in connection with the shooting during the attempted robbery of a man in Coon Rapids.
