Bill Anderson followed Dennis Lebakken out of the Bloomington Civic Plaza Friday, Oct. 10, 2008. Anderson, the president of the Minnesota Federation of Stamp Clubs, was carrying a duck the federation created for display at the judging of the Federal Duck Stamp 2008 Art Contest being held in Bloomington this week.
