A shrinking safety zone

In 2004, Lt. Gov. Carol Molnau eased development restrictions in safety zones at the Minneapolis-St. Paul airport. Molnau essentially wiped out Zone A, which prohibited hotels, stores and other development. She also opened Zone B for high-density development.
