The files were collected between 1959 and 1985, with a handful of others from later years. Here are some cases:
In 1965, a Louisiana woman told the Ouachita Parish Sheriff's Office that a scoutmaster had raped one of her sons and molested two others. Six days later, the scoutmaster, 31, an unemployed airplane mechanic, told police that he understood his rights and confessed: He had sexually abused the boys sons more than once. He said, "As far as an explanation I just couldn't dig one up." Seven days later, the decision was made not to pursue charges.
In 1961 in Newton, Kan., two men were arrested and admitted that they had molested Scouts in their care. One of the men said he held an all-night party at his house, during which he brought 10 boys, one by one, into a room where he committed, in his words, "immoral acts." He said he had molested Scouts on an outing two weeks before the interrogation. Neither man was prosecuted. A local Scouts executive said the community would have to pay too great a price for the punishment of the two men.
