23 soldiers are killed in insider attack

At least 23 Afghan army soldiers were killed by a Taliban infiltrator while they were sleeping, officials said, the latest episode of enemy infiltration that has raised concerns about a new local military force billed as the hope for holding territory recaptured from the Taliban. The Taliban infiltrator, who was on duty at a military base in Ghazni Province, opened fire on his colleagues, wiping out almost the whole unit, officials said. The attacker then seized all weapons and equipment in the base and joined the insurgency.

Climate talks go into overtime in Madrid

After two weeks of contentious negotiations, world leaders put in charge of averting a cluster of accelerating climate threats remained at loggerheads about whether they could commit, just on paper, to raise voluntary climate targets next year. The annual talks, which had been set to end on Friday, were meant to agree on the final details of the 2015 Paris climate accord. Delegates from nearly 200 countries who gathered in the Spanish capital were stuck on two issues: working out rules for an international carbon trading system and providing money for poor countries that suffer most from climate catastrophes. The draft texts that emerged Saturday set off criticism from inside and outside the plenary room. By Saturday night, delegates were waiting for new drafts.

The test was conducted Friday night at the Sohae Satellite Launching Ground, a spokesman for the North’s Academy of Defense Science said. That was a reference to facilities in Tongchang-ri, where it also said it had conducted “a very important test” last Saturday.
