A woman who allegedly stole a car Wednesday and then crashed into another vehicle in St. Paul while fleeing police was traveling about 75 to 80 miles per hour at the time, according to charges.

Elizabeth E. Icard, 29, was charged in Ramsey County District Court with theft of a motor vehicle and fleeing a police officer.

According to the complaint, a St. Paul officer was near E. 7th and Jackson streets about 7 a.m. when the squad car's license plate recognition system alerted to a stolen car, a Hyundai.

The officer followed the car as it turned into Regions Hospital's emergency room entrance, where a male passenger was dropped off.

The Hyundai took off at high speed, the complaint said. It swerved between cars, switched lanes and struck a pickup truck, causing the truck to roll over onto its top.

The Hyundai stopped soon afterward, with Icard unconscious inside inside. The driver of the pickup was conscious at the scene but bleeding from the head. Both were taken to Regions Hospital.

The pickup driver, Tha Kan Dee, 47, was listed in good condition Friday afternoon.

Icard later told police that she fled because "I was in a hot vehicle and I had a warrant for my arrest."

Icard's criminal record includes convictions for giving police officers a false name, theft, motor vehicle theft and tampering with a motor vehicle.

She was convicted in 2006 in Ramsey County for stealing a car at gunpoint. Icard did not have a current address listed on her most recent charge, but has resided in St. Paul.
